Why Hazara Shia are continuously persecuted?

This all started when sects came into being in Islam. Main reason behind this is shia-sunni sectism. Taliban and other militant groups urged peoples that they would get heaven if they killed peoples of other sect and vice versa. Which is a false belief and should be stopped because 1400 years ago Holy prophet (saw) said

" Whosoever kills a human being without (any reason like) man slaughter, or corruption on earth, it is as though he had killed all mankind and whoever saves a life, it will be as if they saved all of humanity ".
